Abstract

Background. The purpose of this study is to comprehensively examine the process of institutionalization of the People’s Commissariat of Education (Narkomos) of the Ukrainian SSR in the 1920s as a central state authority that not only organized education and upbringing of the younger generation but also served as a key instrument for implementing Soviet ideological and propaganda policies within the school system.

Methods. The methodological framework of the study is based on the principles of historicism, objectivity, and systemic analysis, as well as an interdisciplinary approach employing institutional, historical-comparative, and structural-functional methods. This approach made it possible to trace organizational transformations within the structure of Narkomos, define the competencies of its main departments – the Main Committee for the Social Upbringing of Children (Holovsotsvykh) and the Main Political and Educational Committee (Holovpolitprosvita) and reveal the mechanisms of party-state control over the educational process.

Results. The study found that the adoption of the Code of Laws on Public Education in 1922 consolidated the ideological function of schooling as a tool for shaping the communist worldview. Holovsotsvykh was responsible for organizing the social upbringing of children on collectivist principles, while Holovpolitprosvita coordinated an extensive system of political education and propaganda among youth and adults, encompassing cultural, artistic, and publishing activities. Local branches of Narkomos represented by district education departments, methodological bureaus, and pedagogical councils played a crucial role in implementing propaganda policies at the regional level, acting as intermediaries between the central administration and schools and ensuring the application of ideological directives in educational practice. The 1925 reorganization of Narkomos, which abolished collegial committees and established single-person leadership, marked the final stage of centralization, subordinating the educational system entirely to the political objectives of the Soviet state.

Conclusions. The institutionalization of Narkomos of the Ukrainian SSR in the 1920s demonstrated the gradual formation of a centralized education management system aimed not only at organizing the educational process but primarily at implementing Soviet ideological and propaganda policy. The adoption of the Code of Laws on Public Education in 1922 formalized the structure of Narkomos and established its role as an instrument for creating the “new person”. The main institutions responsible for propagandistic work in education were Holovsotsvykh and Holovpolitprosvita. The completion of administrative centralization in 1925 gave the public education system a totalitarian character, transforming Narkomos into a leading ideological institution of Soviet power.
